June marked another set of milestones for the MinKwon Center for Community Action. We concluded our grassroots budget advocacy work, working with our partners and allies to protect crucial resources for our communities. We ramped up our efforts to educate the community and build a coalition around the critical issue of redistricting, as New York's Senate and Assembly lines are being redrawn. We prepared for a big conference on Asian American worker health and safety, and won a big victory for tenants needing critical repairs in a Flushing building. Our youth empowerment program also prepared for an ambitious Summer Session, and our 2011 Summer Intern cohort began their internships as well. Read on for more details about our exciting efforts.

Major Victory for the Immigrant Community – Gov. Cuomo Suspends S-Comm Agreement
 On June 1st, Governor Cuomo announced that he was suspending the Secure Communities agreement in New York State – a huge victory for the immigrant rights movement. “S-Comm” is a program which allows local law enforcement to eventually have immigrants deported through an agreement with the Department of Homeland Security. The MinKwon Center has worked closely with allies to educate communities and legislators about S-Comm and the negative impact on immigrant communities. The MinKwon Center also stepped up the pressure on Governor Cuomo's office through legislative visits and rallies to urge him to rescind the agreement. MinKwon Center Joins Rally to Save the Immigrant Opportunities Initiative, Stop Budget Cuts
On June 7th, the MinKwon Center joined other immigrant organizations and City Councilmembers at a press conference on the City Hall steps to demand protection of the Immigrant Opportunities Initiative (IOI). IOI is a critical source of funding for English language classes and legal services for immigrants, and is the only City funding that is dedicated to serving the immigrants who make up nearly half of the City's population. MinKwon organizer Jae Sup Song and community members participated on behalf of the Korean community's interest in protecting IOI's critical resources. (Read related article in the Korea Daily)
New York Times Features MinKwon, 12% & Growing Coalition's Efforts to Fight for APA Community
On June 24th, the New York Times front-page article in the Metro section featured the MinKwon Center, co-lead and co-founder of the 12% & Growing Coalition, and the Coalition’s efforts to advocate for a fair share of the City's resources. The article examined the MinKwon Center’s and the Coalition’s efforts to fight for the rights of the growing Asian Pacific American community, which has grown 32% since 2000. MinKwon Wins Successful Organizing, Legal Campaign Against Predatory Equity Landlord
 Flushing, NY - The MinKwon Center concluded a successful organizing and legal campaign with tenants of an apartment building against their landlord, Vantage Management Services LLC, to get necessary, much-needed repairs which had seriously affected the tenants' living conditions. The litigation began on January 25th, and on May 10th MinKwon Center's attorneys negotiated with the landlord to make timely repairs in the apartments. The successful campaign was achieved through a combination of MinKwon’s organizing efforts in the buildings, in close coordination with MinKwon’s attorneys using legal action. MinKwon Center Joins “Day of Action” with Immigrant Groups to Stop Deportations
 On June 30th, the MinKwon Center joined with 20 other immigrant rights groups within the New York Immigration Coalition to participated in a “Day of Action” calling for President Obama to stop deportations. This ‘Day of Action’ was part of the campaign that advocated for President Obama to stop the deportation of immigrants, by sending pens to President Obama to sign an Executive Order stopping these deportations. Immigrant rights advocates will continue the campaign with a goal of gathering over 10,000 pens by the end of July (more than 1,000 pens sent by the MinKwon Center alone) and sending them to the White House.
MinKwon Center Attends White House Briefing on Asian Pacific American Community Issues
On June 22nd, MinKwon Center’s Executive Director Steven Choi joined a group of invited Asian Pacific American (APA) community leaders to hear from White House officials about issues impacting APA communities. Kiran Ahuja, Executive Director of the Initiative on AAPIs, and White House Cabinet Secretary Chris Lu were among the White House officials who addressed the group on issues such as immigration, affordable housing, education and community development.

MinKwon Holds Public Workshop on “Redistricting and the Asian American Community”
 On June 22nd, the MinKwon Center invited the community for a public workshop at the Flushing Library on the subject of election redistricting. The workshop focused on the background of redistricting, its importance, and its effect on political representation for Asian Americans. These seminars and workshops are the first step in the MinKwon Center’s 2011 Redistricting Campaign, which will be followed by coalition-building with other Asian American organizations in order to advocate for and protect the community's interests. MinKwon Center Offers Presentation on Redistricting to OCA-NY
On June 13th, the MinKwon Center made a presentation on election redistricting at an OCA-NY board meeting. As part of the 2011 Redistricting Campaign, the MinKwon Center is reaching out to Asian American organizations in New York City to educate their members, build a larger coalition, and advocate for the growing Asian American communities in this year’s fight for redistricting. After the presentation, OCA-NY board members and the MinKwon Center discussed ways to coordinate redistricting activities to best protect and fight for our communities.

MinKwon Joins Community Workshop on Immigration Fraud
On June 1st, the MinKwon Center’s Social Service Director Kathy Chae was a featured speaker at a workshop held by the Korean American Lawyers Association of Greater NY(KALAGNY), held at Korean Community Services’ office. Ms. Chae spoke on the topic of immigration fraud, discussing tools community members can use to prevent being defrauded by dishonest immigration practitioners, as well as steps to take in the event of actual fraud.
MinKwon Participates in National CAPACD Conference on Community Development for APA Communities
From June 20th to June 22nd, four MinKwon Center staff (including Executive Director Steven Choi) participated in National CAPACD’s 11th Annual Convention, "“Building the Future: Investing in Social Capital and Community-Based Leadership," in Washington, DC. The National Coalition for Asian Pacific American Community Development (National CAPACD) is an advocacy organization focusing on the housing and community development needs of APIA communities. MinKwon staff and Convention participants discussed the importance of continuing to provide crucial services to the community, preserving vital housing and public benefits programs, and strengthening local communities in the midst of the continuing economic downturn.
Youth Empowerment
MinKwon Center Kicks Off Summer Youth Empowerment Program (YEP)
The MinKwon Center’s Youth Empowerment Program (YEP) Summer Session, which gives opportunities for high school youth to participate in the YEP’s education and youth-advocacy sessions, will start in July with over 30 youth participants for the summer. Led by MinKwon’s Liz Rhee, youth participants will work in 3 groups that will each work on a campaign through the summer, and will also attend a weekly “Presentation of Learning” every Friday.

MinKwon Center Begins 2011 Summer Internship Program
 The MinKwon Center’s annual Summer Internship Program officially started on June 13th. This year, a total of 6 college and law school students will participate as Summer Interns in our Advocacy & Organizing, Social Services, Civic Participation and Youth Programs. This year’s Summer Intern cohort consists of 1.5 and 2nd generation Korean American and Chinese American participants.

커뮤니티 조직화와 권익옹호
이민자 커뮤니티의 승리!! – 쿠오모 주지사 S-Comm 철회
앤드류 쿠오모 뉴욕주지사는 6월 1일 뉴욕주의 S-Comm 협약 탈퇴를 공식 발표했습니다. S-Comm은 형사입건된 구금자의 지문날인을 국토안보부 기록과 대조해 추방 대상자를 색출하는 이민단속 프로그램으로 뉴욕주는 전임 패터슨 주지사가 협약을 맺은 이래 20여개 카운티에서 시행되어 왔습니다. 민권센터를 비롯한 이민자, 인권 단체들은 연초부터 인권침해와 커뮤니티 안전침해 등의 악영향을 유발하는 S-Comm프로그램 시행철폐를 요구하며 캠페인을 벌여 왔습니다. 주지사 사무실과 수 차레 면담을 갖고 S-Comm 프로그램의 문제점을 제기했으며 지난 5월 18일에는 맨하탄 주지사 사무실 앞에서 시위를 벌이기도 했습니다. 뉴욕주의 S-Comm 협약 탈퇴는 이민자의 인권보호를 위해 노력해 온 한인과 이민자 커뮤니티의 중요한 승리입니다. 이민자 기회증진 예산(IOI) 입안촉구 집회
민권센터를 비롯한 이민자 단체들과 시의원들은 6월 7일 시청앞에서 집회와 기자회견을 개최하고 ‘이민자 기회증진 예산(Immigrant Opportunity Initiatives)’의 입안을 촉구했습니다. IOI 예산은 이민자 성인 영어교실과 이민법률 서비스에 쓰이는, 이민자를 대상으로 한 유일한 시정부 예산입니다. 민권센터는 실무진과 장년 활동가들이 참석해 이민자의 공헌도에 걸맞는 복지예산 입안을 요구하는 한인 커뮤니티의 목소리를 전달했습니다. (기사보기: 중앙일보)

세입자 권익옹호 캠페인 성공
민권센터는 플러싱 소재 한 아파트의 세입자들을 대변한 법정소송에 성공했습니다. 해당 아파트는 오랫동안 건물 소유회사가 시설물 수리를 방치해 세입자들이 생활에 막대한 불편을 겪어 왔습니다. 지난 1월 25일 시작한 법정 소송은 5월 10일 건물 소유회사가 시설물 수리를 하기로 약속하면서 종결되었습니다. 이번 법정소송 성공은 세입자들이 단결해 커뮤니티 단체와 힘을 합쳐 이룩한 소중한 성과입니다. (기사보기: 중앙일보 / TKC)
추방중단 요구 펜 보내기 캠페인 행동의 날
오바마 대통령이 이민자 추방을 중단하는 행정명령에 서명하라는 취지로 시작된 펜 캠페인이 뉴욕지역 전체에 확산되고 있습니다. 민권센터를 비롯한 약 20여 개의 뉴욕이민자연맹 산하 단체들은 지난 6월 29일 뉴욕시 전역에서 펜 보내기 캠페인 행동의 날 행사를 개최했습니다. 단체들은 오는 7월말까지 약 1만 개의 펜을 모아 백악관에 송부할 계획입니다. (기사보기: 중앙일보 / 뉴욕일보)
백악관에서 열린 아시안아메리칸 정책현안 설명회 참석
민권센터 스티븐 최 사무국장은 지난 6월 22일 백악관에서 개최된 아시안아메리칸 정책현안 설명회에 다른 아시안 단체 대표자들과 함께 참석했습니다. 백악관 고위 관계자가 참석한 이 설명회에선 이민, 주택, 교육과 커뮤니티 개발 등을 주제로 의견을 교환했습니다.

민권센터는 6월 22일 플러싱 도서관에서 선거구 재조정을 주제로 한인 커뮤니티 초청 세미나를 개최했습니다. 세미나에선 선거구 재조정의 중요성, 아시안 정치력 현황 등에 대해 자세히 설명했습니다. 이번 세미나를 시작으로 민권센터는 한인과 아시안 단체들과 연합해 선거구 재조정 과정에서 커뮤니티의 의견이 반영되도록 다양한 활동을 벌일 계획입니다. (기사보기: 중앙일보)
중국인협회 뉴욕지부에서 선거구 재조정을 주제로 발표
민권센터는 중국인협회 뉴욕지부 이사회에 참석해 선거구 재조정에 대해 설명하는 기회를 가졌습니다. 2011년에 선거구 재조정이 중요한 현안으로 대두되면서 민권센터는 광범위한 아시안아메리칸 단체들과 협의체를 구성해, 커뮤니티의 의견이 선거구 재조정 과정에 반영되도록 노력할 방침입니다. 이날 중국인협회 뉴욕지부도 이런환 활동의 연장이었으며, 발표후에는 동협회 이사들과 선거구 재조정 대응활동에 관해 협의했습니다.

청소년
여름 청소년 프로그램 시작
청소년들이 여름방학 기간을 이용해 사회참여 활동 참여의 기회를 갖는 민권센터 여름 청소년 프로그램이 7월부터 시작됩니다. 금년에는 약 30여 명의 고등학생이 참가해 3개 그룹으로 나누어 자체 캠페인을 진행하고 매주 금요일에는 전체 교육세션을 통해 다양한 주제로 학습을 하게 됩니다.

아시안아메리칸개발연맹 연례 컨벤션 참석
스티븐 최 사무국장과 민권센터 실무진은 지닌 6월 20일-22일에 워싱턴 디시에게서 개최된 아시안아메리칸개발연뱅(CAPACD)의 제 11회 연례 컨벤션에 참석했습니다. “미래의 건설: 사회적 자본과 커뮤니티 리더십에 투자로”의 주제로 진행된 컨벤션에서 참석자들은 경기침체속에서 중요한 서비스의 제공, 공공혜택과 주택 프로그램 개발, 지역사회의 조직화를 통한 권익옹호 활동의 중요성에 대해 의견을 교환했습니다.
여름 인턴/자원봉사자 활동 시작
매년 여름에 민권센터의 활동에 동참하는 인턴과 자원봉사자들이 본격적으로 활동을 시작했습니다. 금년에는 법률 클리닉과 프로그램 영역에 각 3명의 자원봉사자들이 참여했습니다. 1.5세와 2세 한인 및 중국인 청년들로 구성된 이들은 오는 8월까지 민권센터에서 활동할 예정입니다.
[칼럼] “반이민 세력의 반격” 차주범 교육부장
충분히 우려했던 사태가 현실로 나타났다. 뉴욕주는 지난 1일 국토안보부와 지역 사법당국의 공조로 진행되던 이민단속 정책인 시큐어 프로그램(S-Comm) 탈퇴를 선언했다. 그런데 주지사 공식발표의 여진이 채 가시기도 전에 반발세력이 등장했다.
